Marinduque, ang Puso ng Pilipinas

Ang Marinduque na tinaguriang Puso ng Pilipinas ay pumipintig at nagbibigay sigla sa bansa sa taglay nitong kasaysayan at kalinangan. Matutunghayan dito ang iba’t ibang tradisyon ng mga Marinduqueño: ang pamumutong, bulating ang pinipitaganang Morionan gayun din ang natatanging pangkat musiko ng probinsiya ang “Pangkat Kalutang”.

Halina’t silipin natin at dinggin ang pintig ng puso ng Pilipinas sa Likhang Yaman ng Marinduque.

Dr. Coumans Sends Condolences to the Magalang's Family

Dr. Catherine Coumans of MiningWatch Canada sent her condolences to the bereaved family of the late Councilor Miguel “Myke” R. Magalang.

Dear All,

My heart is incredibly heavy at this news of our untimely loss of Myke. I met Myke in 1988, when I first arrived in Marinduque with my husband. Over the course of more than a year on the island, and in the many years to follow, he became a dear friend, as well as a trusted and much appreciated source of wise counsel. Myke was one of the most intelligent and passionate people I knew. His research skills and ability to martial facts into persuasive texts for action were rare gifts, as was his ability to see the bigger picture and look far down the road, while remaining strategic in the day to day and ongoing struggle for justice in Marinduque. It breaks my heart that he will not be with us here, when we finally reach that goal. My thoughts and prayers go out to his wife, who he loved so deeply, and to his daughter who meant the world to him.

A Colloquium for local government functionaries on the alternative venues for the Marinduque Case versus Placer Dome Inc. and Barrick Gold Corporation sponsored by the Municipal Government of Boac. Legislative Session Hall, 2F New Municipal Government Building, Boac, Marinduque, August 13, 2014 (8:00am-01:00pm).

In our search for environmental justice and fair compensation for all the damages wrought by the irresponsible mining operations to the people and environment of this Island which culminated in the March 23, 1996 Boac River Mining Disaster, there is a need for competent legal representation of the municipality of Boac and the people of Marinduque in general as the civil case against Placer Dome Inc. and Barrick Gold Corporation is pursued in other forum or venue – either the Philippines or Canada. In the midst of uncertainties and unpredictable direction the Nevada Case is proceeding, there is a need to fill in the gap for expert information if only to ensure that the people of Boac and Marinduque are not deprived of their right to access to information, participation, and justice. The colloquium, therefore, aims to provide venue for intelligent discussions towards collective action and commitments through the appreciation of: (a) the advantages or disadvantages of pursuing the case in Canada; (b) exploring the possibility of engaging pro bono lawyers from Canada; (c) analyzing the corporate social responsibilities of Canadian mining companies throughout the world; (d) strengthening local government functionaries’ roles on governance of the extractive industry; and, (e) deepening the collective commitment of local government officials to pursue justice for the victims of mining in the province.

Magalang passed away on May 22, 2016 after spending a day in comatose. His remains lie in state in Boac, Marinduque.

Ayon sa post ng Marinduque Vines "Ang Marinduque Vines po mandin, ay nasa Kapuso Mo Jessica Soho. Hindi po kami makapaniwala na ang Marinduque Vines ay mapapanood na sa GMA 7 sa Linggo ng gabi sa ganap na 7:45 hanggang 9:00. Ay tara daw ngani at manood kita. Noong nakaraang araw lamang po ay pinaluwas ng KMJS staff ng aming admin at miyembro ng Marinduque Vines patungo sa Maynila. Mahigit tatlong araw po silang nag shoot para sa segment na "Ang Tatlong Bibe". Ito po ay sinayaw ng MarinduqueVines. Gusto n'yo po baga sila makilala Parini at manood kita. Atingnan daw ngani natin!"

Konsehal Myke Magalang ng Boac, Pumanaw na

Masayang ipinakita ni Konsehal Myke ang kanyang COC

Pumanaw ngayong araw, Mayo 22, 2016 ang isa sa masigasig at kasalukuyang konsehal ng bayan ng Boac na si Miguel "Myke" R. Magalang.

Si Magalang ay tumakbo bilang Sangguniang Pambayan Member noong nakalipas na Mayo 9, 2016 National and Local Elections sa ilalim ng Partido Liberal subalit hindi pinalad na manalo.

Bago ang kanyang pagpasok sa pulitika, si Konsehal Magalang ay aktibong nagsulong at kumatawan sa Marinduque sa laban nito sa Marcopper Mining Corporation. Siya ay nagsilbing Executive Secretary ng Marinduque Council for Environmental Concerns (MACEC).

Musika sa Isla

The country's only classical musical festival is happening in the heart-shaped island of Marinduque this week. Held for three nights (May 18-19 and 21), groundbreaking performances from international artists and the orchestra of local talents await. Priced at only Php 200.00/concert (students even get 50% off), the performances are for the benefit of Musika sa Isla, an organization dedicated in teaching the farmers and fisherfolk of Marinduque the art, appreciation, and opportunities under the wing of classical music.

Come, see and hear newly trained young children playing the violin, viola and cello and appreciate the voices of Musika sa Isla Chorale together with professional singers and international artists and performers.

Inihahanda na ng Boac MPS ang kasong paglabag sa Omnibus Election Code para sa isang bagong halal na Sangguniang Panlalawigan Member sa unang distrito (Boac, Gasan at Mogpog) ng lalawigan ng Marinduque.

Memo type with subject: Report on Violation of Omnibus Election Code

Reference: This pertains to a violation of Section 261 (q) ng BP Blg 881 ng Omnibus Election Code in relation to Section 32 RA 1166 as Implemented by COMELEC Resolution 10015 Section 261 (cc) BP Blg 881 that transpired on May 10, 2016 at about 8:45 in the evening in Barangay Bantad, Boac, Marinduque wherein the suspect was identified as one Honorable SP Member Mark Anthony Estrada Seno, legal age, Sangguniang Panlalawigan Member and resident of said place. (At large). Investigation conducted by Boac MPS disclosed that according to witness Wilfred Manay Monleon, Marion Manay Malelang and Jeno Manay Labog at stated time, date and place of occurrence while the suspect was on board of his service vehicle Ford Everest, red plate (plate number not taken) and was heading towards Sitio Bantauyan, Bantad, Municipality of Boac and upon reaching in front of the house of Joel Mascarenas he fired five-six times (5-6) his pistol prompting the witnesses and other visitors on the said house to hide out of fear. Further investigation revealed that minutes prior to the incident, while Manay Monleon, Marlon Manay Malelang were on board on a motorcycle heading towards the house of Joel Mascarenas, the vehicle of Honorable Mark Anthony Seno overtook on them and while overtaking, said suspect shouted to Wilfred Monleon the following word to wit, "FUCK YOU". Few meters ahead, the vehicle stopped, Hon. Seno alighted from the vehicle carrying pistol and shouted to Wilfred Monleon the word "ANO". The duo drove directly to the garage of Joel Mascarenas and alerted their companion threat who were at the time celebrating the 18th birthday of Monette Mascarenas, youngest daughter of Joel Mascarenas. The suspect also passed in front of the said house and fired his gun. Wilfred Manay Monleon recovered four (4) pieces empty shell of caliber 40 pistol beside the road thereat. The recovered empty shells will be turned-over to Crime Laboratory for ballistics examination. Boac MPS is still conducting in-depth investigation to determine the motive of the incident. The undersigned also had already dispatched a team to locate the whereabouts of the said suspect. Cases of Violation of Section 261 (q) ng BP Blg 881 ng Omnibus Election Code in Relation to Section 32 RA 1166 as implemented by COMELEC Resolution 10015, Section 261 (cc) BP Blg 881 are now being prepared by Boac MPS. Investigators-On-Case are SPO2 Mario R Permejo and PO3 Rodny C Pamonag with contact number 09199448801 and 09328649621 respectively.

Winners of Marinduque Provincial Elections Proclaimed

Marinduque Governor Carmencita Reyes has secured a fresh three-year term after emerging victorious in a three-way race against former board member Melecio Go and independent candidate Victoria Lim.

Reyes and other winners of local races in Marinduque were  proclaimed Sunday by the provincial board of canvassers (PBOC), six days after the May 9 elections.

The governor, however, skipped the event.

The proclamation of winners was delayed because the PBOC waited for the results of the special elections held in Barangay Alobo in Sta. Cruz Saturday.

Incumbent Vice Governor Romulo Bacorro also won his reelection bid, beating Francis Edward Garcia of the Nationalist People’s Coalition.

Also proclaimed was reelectionist Lord Allan Jay Velasco, who won the congressional race for the province's lone district.

Meanwhile, the following won as board members of the province’s 1st district: Mark Anthony Seño, Theresa Caballes, John Pelaez and Gilbert Daquioag.

In the 2nd district, the winning board members were: Amelia Aguirre, Reynaldo Salvacion, Juan Fernandez Jr., and Harold Red.

Comelec Declares Failure of Elections in 11 Towns, Sta. Cruz, Marinduque, Included

The Commission on Elections (Comelec) on Wednesday said it has declared failure of elections in 11 towns in eight provinces across Visayas and Mindanao.

In a resolution, the poll body's en banc ordered the conduct of elections in identified barangays on May 14, Saturday.

Military and police forces were ordered to "intensify efforts to ensure the holding of orderly and peaceful" polls.

Failure of elections affected 52 clustered precincts and a total of 17,657 voters.

Areas affected are as follows:
  • Barangay Gabi, Cordova, Cebu — 1 clustered precinct, 436 of 772 registered voters
  • Maitum, Sarangani — 1 clustered precinct, 677 registered voters
  • Sta. Cruz, Marinduque — 1 clustered precinct, 621 registered voters
  • Barangay Mabuyong, Anini-y, Antique — 1 clustered precinct, 691 registered voters
  • Barangay Insubuan, San Remigio, Antique — 1 clustered precinct, 158 voters
  • Barangay Roxas, Lope de Vega, Northern Samar — 1 clustered precinct, 169 registered voters
  • Nagpapacao, Matuguinao, Western Samar — 1 clustered precinct, 285 registered voters
  • Binidayan, Lanao del Sur — all 26 clustered precincts, 7,845 registered voters
  • Pata, Sulu — 6 clustered precincts, 1,670 registered voters
  • Panglima Estino, Sulu — 10 clustered precincts, 4,058 registered voters
  • Tamparan, Lanao del Sur — 3 clustered precincts, 1,047 registered voters
The en banc has ordered the suspension of proclaiming the winning candidates if the special elections will affect the results.

Nagpasalamat una sa Panginoon, pangalawa sa mga taga suporta at mga kababayang Marinduqueno ang mga tumakbong kandidato noong Mayo 9, 2016 sa lokal na posisyon sa lalawigan ng Marinduque.

Narito ang ilan sa kanilang mga mensahe ng pasasalamat:

"Maraming, maraming salamat po Panginoon, buong puso po akong nagpupugay sa inyo. Duterte Brushes off Trillanes' Plunder Complaint as 'Fiction'

Marinduque (CNN Philippines) - Fiction.

This was how presidential candidate Rodrigo Duterte described on Thursday (May 5) the plunder case filed against him.

Petitioner Sen. Antonio Trillanes IV said Duterte hired more than 11,000 ghost employees which cost Davao City more than P700 million in 2015.

"It's a fiction in his mind... He's trying to pin me down in between the winning and the proclamation," Duterte said.

The mayor was in Marinduque for his last campaign rally before his miting de avance on Saturday.

He said he's relieved and was hopeful that people now understood him more.

In his speech, he sounded like he was almost certain of winning — he was telling the audience to give him local officials he could work with as president.

But the mayor was well aware that many people were trying to keep him away from the presidency: Trillanes and the people backing him.

He suspected Malacañan was behind the senator.

Duterte said this might be possible because the Palace knew that they would have to answer to him if he won the presidency.

He said he had his eyes on Trillanes whom he believed could also be behind a group of military officials who put up an online video calling on people not to vote for him because of his alleged ties with the Communist Party of the Philippines.

Duterte said Trillanes could go ahead and try to launch a coup — but he warned he might answer back with a revolutionary government.

"Maghintay lang siya mag-presidente ako," he said.

DMCI Power Studying Mindanao Mini-hydro Projects

DMCI Power Corp. is looking at mini-hydropower projects in Cagayan de Oro City and Sultan Kudarat provinces in Mindanao with a capacity of close to 100 megawatts (MW), marking the off-grid electricity supplier’s foray into renewable energy, a top company official said.

In a briefing on Thursday, DMCI Power President Nestor D. Dadivas also said the company will expand its coverage in Masbate to include diesel-fired power plants on the islands of Ticao in the same province and in Marinduque.

“Ticao’s demand is less than 2 MW, but as a single provider you need a reserve. You might have to do a 100%... which means 4 MW,” he said, adding that the company will participate once off-grid projects in the two islands are offered for bidding.

In Marinduque province, he said the company is targeting capacity of 10 MW. 

In all, DMCI Power plans to expand by around 114 MW at the cost of $3 million per MW for the mini-hydropower projects and between $800,000 and $1 million per MW for the diesel-fired power projects.

“The development time-frame is long,” Mr. Dadivas said as he forecast a possible completion date that could extend past five years because of the projects’ location -- distant islands and mountainous terrain.

The expansion comes after the company deployed last month two satellite diesel-fired plants to Masbate with a combined capacity of 175 megawatts, ensuring reliable power to two towns in the province.

Aside from Masbate, the company also provides power to the province of Palawan and the city of Calapan in Oriental Mindoro via supply contracts with electric cooperatives.

DMCI Power previously said that as of April, it had a total contracted capacity of 59 MW.

Ahead of the national elections on Monday, the company said it was deploying generators totalling 10 MW to Masbate and Palawan. Five units of 1-MW generating sets will be sent to Irawan, Palawan while seven generating units totaling 5 MW will be delivered to Masbate.

“Adequate and uninterrupted power supply is critical to the conduct of orderly and credible elections. We are committed to doing our part in ensuring the success of the electoral process,” Mr. Dadivas said.

Palawan and Masbate have around one-million registered voters, the company said, citing government figures.

DMCI Power was also tapped to bring power to the towns of Brooke’s Point, Bataraza and Española in Palawan for six weeks, after the National Power Corp. scheduled preventive maintenance work on its 69-kilovolt southern transmission line.

The plane landed in Marinduque Domestic Airport at around 3:30 in the afternoon followed by a motorcade to People's Park Marinduque in Gasan. He was welcomed by thousand of supporters.

School Officials Cancel Duterte’s Campaign Rally

BOAC, Marinduque - Presidential Campaign Rally of Candidate Mayor Rodrigo Duterte along with Congressman Allan Velasco is set today, May 5 at Guingona Park, Gasan at 1:00 pm instead of Marinduque State College.

Just two days before the campaign rally, Duterte’s party set its campaign venue at the grounds of the Marinduque State College (MSC). An official of the Marinduque State College said Cong. Allan Velasco requested for campaign venue in their quadrangle last Monday, May 2 and was approved. However, immediately the following morning the approval of the venue was cancelled due to a reminder from the Commission of Higher Education (CHED) to State, Universities and Colleges (SUCs) on the “Participation in Partisan Political Activities” stated in a Civil Service Memorandum Circular No. 30, series of 2009).

Velasco ng Marinduque, Sanib Pwersa na rin kay Mayor Duterte

Personal at opisyal na ngang ipinahayag ni Cong. Lord Allan Velasco ng lalawigan ng Marinduque ang pagsuporta at pagsanib ng kampo nito sa kandidatura ni Mayor Rodrigo Duterte.

Ayon sa Facebook post ni Velasco "Mga minamahal ko pong Marinduqueño. Kami po ng aking maybahay na si Wen ay lubos na nagnilay at nanimbang sa kung sino po kina Mayor Duterte at Sen. Poe ang karapat dapat dalhin sa ating lalawigan. Kami pong mag-asawa ay nag usap ng masinsinan. Na kung sino po ang tunay na makakatulong na maiahon sa kahirapan ang ating lalawigan; na mapaayos ang problema sa kuryente; na mapagtuunan ng pansin ang kalagayan ng ating nakakaawang provincial hospital; na mapatapos ang airport; na maisara na ang usapin sa Marcopper kung saan hindi madedehado ang ating probinsya; at lahat lahat pa po ng anomaliya na nangyayari sa ating lalawigan."

Samantala, nakatakda namang bumisita si Mayor Duterte sa Marinduque ngayong darating na Huwebes, ika-5 ng Mayo kaya puspusan na ang ginagawang paghahanda ng mga taga-suporta nito.
